Co-Managing Natural Resources with First Nations: Guidelines to reaching agreements and making them work.

April 1996 This research report was managed by INAC’s Strategic Research and Analysis Directorate and completed by the Saskatchewan Indian Federated College in April 1996. As the process of co-managing resources is used more and more often, the paper offers "best practices" designed to help First Nations and federal negotiators reach co-management agreements successfully.
The report can be divided in four main parts. The first part, "Phases of Co-Management Agreements", walks through all the steps of co-management agreements. The second part, "Community Involvement Strategies", outlines strategies for full community participation in the co-management process. Finally, the third and fourth sections, "Preparing for Negotiations: What to Expect" and "Hints and Guidelines Towards a Negotiating Strategy", give useful tips about pre-negotiation preparation, and about the negotiation strategy itself.
