Transport Canada is developing a national transportation
strategy that will make Canada's transportation system SAFE, SMART, STRATEGIC
AND SUSTAINABLE. [For more information on the national transportation
strategy, refer to Transport Canada's 1997/98 Business Plan.] This
strategic plan provides the framework to define how Transport Canada's policies
contribute to the national transportation strategy. Safety continues to be
Transport Canada's first priority; our vision has been defined accordingly.
We are striving, in partnership with our stakeholders, to
achieve a transportation system in which the level of risk is as low as is
practicable. While transportation will always be associated with some level of
risk, and accidents will happen, protecting lives and property while
maintaining public confidence is paramount. Collectively, we and the many
stakeholders involved will have the trust and confidence of the public as long
as our efforts contribute to the protection of life, health, the environment
and property.

Canadians expect Transport Canada to lead the way in providing a
framework to advance transportation safety - a framework that allows us to
intervene as required and as appropriate to our jurisdiction, and one that is
compatible with the priorities of the Government of Canada - priorities such as
sustainable development, a healthy economy and a strong society.
