Airworthiness Notice - B026, Edition 2 - 17 October 1995

Emergency Locator Transmitter Rules

Effective 19 December 1994, the Federal Aviation Administration (FAA) has cancelled TSO-C91, and effective 21 June 1995, the FAA has also mandated that only TSO-C91a emergency locator transmitters (ELTs) must be installed in a new installation.

Since satisfactory performance of TSO-C91 ELTs has been achieved in Canada through application of the annual inspection, Canada will not require the mandatory fitment of TSO-C91a ELTs.  Both TSO‑C91 and C91a ELTs are eligible for installation in Canadian registered aircraft provided that Canadian airworthiness approval has been obtained through the normal airworthiness process (refer to the current edition of AN No. B014 for ELT installations).

For issuance of a Certificate of Airworthiness for export to the United States after 21 June 1995, if an ELT is permanently fitted, it must comply to TSO-C91a, however, an exception is allowed for temporary installations of TSO-C91 ELTs for the purpose of manufacturing, preparation and delivery flight of aircraft.
