ERAP Application Checklist

NOTE: There is a difference between an application for an Emergency Response Assistance Plan and the plan itself. The Transportation of Dangerous Goods Act, 1992 requires that a person shall have an Emergency Response Assistance Plan before offering for transport or importing selected dangerous goods in quantities defined by the regulations. Once the Emergency Response Assistance Plan has been prepared, the person must apply to register the plan and get it approved. The following is an example of an application to register and get approval for an ERAP.

Dear Mr Simard:

RE: APPLICATION FOR EMERGENCY RESPONSE ASSISTANCE PLAN REGISTRATION

Please consider the following information as our application to register our Emergency Response Assistance Plan:

1. I, L. Smith, do hereby certify that my company has the capability to respond and to provide assistance in the event of a transportation accident involving the Dangerous Goods requiring an ERAP that we consign from our facility. The Dangerous Goods for which the Emergency Response Assistance Plan applies to includes:

  • explosive, blasting, type B, Class 1.5D, UN0331, PG II (Fragmax)
  • cord, detonating, Class 1.1D, UN0065, PG II (Primaflex det cord)
  • explosive, blasting, type A, Class 1.1D, UN0081, PG II (Unigel)
We receive these materials from our supplier, Kaboom Inc., at our magazine, located 61 miles Northwest of Campbell River. We subsequently transport by pickup truck or TC 307 tank trailer (in the case of bulk emulsions), both of which are designed and approved for transporting explosives, to contract sites for road construction and civil excavation blasting.

2. Our emergency response procedures have been specified in detail in our plan. In essence, once we have been notified of an accident, senior management, who have been designated as Response Coordinators, would mobilize a trained team of staff to travel to the accident site. They would undertake monitoring of the accident area to determine the actual hazards; advise local emergency services and authorities regarding potential danger and precautions, recommend evacuation procedures and personal protection; perform damage assessment on the means of containment; transfer products from damaged to undamaged containers; dispose or arrange for disposal of product and provide any further incidental assistance during the clean-up.

3. Our company has two (2) technical advisors who are familiar with the products, their hazards, compatibility with other materials and the necessary remedial measures to mitigate any spills. These individuals are available to provide immediate telephone advice.

4. Our company can provide up to six (6) trained individuals to provide advice and assist at an accident site in addition to twelve (12) individuals arranged through a mutual aid agreement with Bowzer Industrial Cleaners.

5. Our transportation plans for personnel and equipment include the use of company vehicles, rental vehicles and charter aircraft. The details of these arrangements are included in our plan.

6. Personal safety equipment available to response staff includes a broad selection of industrial personal protection such as respirators/dust mask, PVC rain gear and similar attire for level B and level C protection.

7. We have a wide assortment of response equipment in stock and available through arrangements with other companies. This includes tank trucks and dedicated pumping systems for bulk emulsion, pickup trucks for packaged explosives; monitoring and detection equipment; neutralizing materials and decontamination apparatus; replacement parts for our tank trucks such as fittings and valves and various types of containers for repackaging. All vehicles are designed and approved for transporting explosives. An extract from our plan is included detailing the equipment available.

8. Our technical advisors carry cellular telephones. We can supply hand held portable radios to support communications amongst those responding to an accident.

9. The mechanism to activate our Emergency Response Assistance Plan is to call our Security Department at 604-xxx-xxxx. This is a 24 hour number which is answered by a staff member trained to process emergency calls. Technical staff can be notified by cellular phone or pager which they all possess and can be directly linked with the caller through Security.

10. The geographical area of coverage for our plan is all of Vancouver Island north of Nanaimo.

11. A potential accident assessment can be found in the Emergency Response Assistance Plan, and a copy is attached to this letter.

12. Included is a copy of the mutual aid agreement with Bowzer Industrial cleaners.

Our plan applies only to our company, it is not a group plan.
