About CAED

On January 1st, 1998, Statistics Canada and Canada Border Service Agency (CBSA) launched the national implementation of the Canadian Automated Export Declaration (CAED) program. This program gives registered exporters and agents the opportunity to report goods electronically to the Federal Government of Canada instead of via the paper-based reporting method.

The introduction of this program represents the culmination of consultations with representatives of the Canadian Exporting community, CBSA, Statistics Canada, and other Government Departments. Following this consultation process, an eight-month pilot of the CAED software was undertaken which involved 90 participants representing approximately 135 Canadian Exporting firms.

The CAED Windows software

This user-friendly software package, available free of charge, automates the preparation of CBSA's B13A, Export Declaration. It provides exporters or their agents the ability to transmit completed Export Declarations directly to the Federal Government of Canada via the Internet.

The CAED software features Harmonized system commodity classification search, built-in encryption software, memorizable screens, extensive on-line help and Internet transmission capabililties. The user has a choice to use CAED as a stand-alone application or in a multi-user environment (LAN).

The data loading module

This facility allows exporters or their agents the ability to transfer the data elements required for CBSA's B13A Export Declaration directly into the CAED Windows Software from their current processing system. Users can then transmit their completed Export Declarations via the Internet through the embedded CAED transmission protocol.

Exceptions

As CAED participants, exporters will no longer be required to submit paper B13A, Export Declarations to CBSA at the time of exportation, with the following exception. In addition to the automated report, any shipments of controlled, prohibited or regulated goods, will require a CAED generated paper Export Declaration to be presented to CBSA along with the appropriate permit, certificate, or license, prior to exportation, regardless of the goods' value, if the goods are destined for consumption outside the U.S. market.

How do I find out more?

Step 1: View the software demo

Click on "Software demonstration" and follow the instructions in order to see a demonstration of the CAED Windows software.

Step 2: Business number

If you are an exporter and want to participate in the program, you must have a Business Number. Click on "Business Number" to find out why it is needed, and how to obtain one.

Step 3: Registration

3.1 To register, print the application form found in the Registration section. Complete and sign the form, and either fax or mail it to:

3.2 Upon receipt of the application, a Statistics Canada Officer will contact the applicant.

Step 4: Software acquisition

4.1 Once the Registration process has been completed, the software can either be downloaded from the Internet by clicking on CAED software or be sent to the applicant on CD ROM.

4.2 Statistics Canada will issue a license number and an authorization ID, once the software has been received, enabling the applicant to use the software, and become a participant. A sample document should then be completed with a Statistics Canada Officer.

Step 5: Using CAED

Statistics Canada will establish with the participant, a start date to report electronically, and ensure that CBSA receives proper and timely notification of the new participant and the agreed upon start date.
