BACKGROUNDER


Since the 1970s, the Government of Canada has gradually transferred province-like powers to territorial governments in order to support the political evolution of the territories and provide greater local decision-making and accountability. The goal of devolution is to transfer the administration and control of public lands (including resources) and rights with respect to waters from Indian and Northern Affairs Canada to the Government of Nunavut (GN). Devolution is about Nunavut control over Nunavut resources and is a logical step in the political and economic development of Nunavut.

As Ministerial Representative for Nunavut Devolution, Mr. Paul Mayer will provide strategic, independent advice to the Minister on the required foundations to create the conditions needed, including the most effective and efficient approaches, to negotiate and reach a successful agreement on Nunavut devolution.

Nunavut devolution negotiations will include the Government of Canada, the Government of Nunavut and Nunavut Tunngavik Inc. (NTI) (NTI is the organization that represents Inuit under the Nunavut Land Claims Agreement). Preliminary discussions held in 2005 with the GN and NTI to inform the development of a federal negotiating mandate were constructive and have set a good momentum to move forward quickly.
