Canada and Manitoba signed the new Canada-Manitoba Immigration Agreement June
6 2003, enhancing a productive and consultative immigration partnership. The
strengthened agreement is the foundation for long-term commitment of both
governments to work together in response to regional needs.
A key feature of the new agreement is the introduction of a new approach in
which the number of Provincial Nominee Program (PNP) participants would be
determined annually by both Citizenship and Immigration Canada and the Province
of Manitoba. As well, Canada and Manitoba committed to cooperatively develop new
initiatives to meet regional immigration needs, address barriers to the
recognition of qualifications, continue support for the settlement and
integration of immigrants, and encourage the movement of temporary foreign
workers and foreign students to the province.
The new agreement retains key
elements of the original agreement signed in 1996, , and Addenda signed in 1998
that provided a solid foundation for the delivery of the Provincial Nominee Program,
to recruit and nominate skilled immigrants and increase the economic benefits of
immigration, and the Manitoba Immigrant Integration Program, to provide funding and
supports to settlement services across the province.
On November 13, 2002, the Honourable Denis Coderre, Canada's Minister of Citizenship
and Immigration, the Honourable Becky Barrett, Manitoba's Minister of Labour and
Immigration, and His Worship Glen Murray, Mayor of Winnipeg, signed a Memorandum of
Understanding (MOU) on the Winnipeg Private Refugee Sponsorship Assistance Program.
