The G8 Africa Action Plan
The G8 Africa Action Plan was adopted by G8 leaders at Kananaskis and includes over 100 specific commitments to Africa which mirrored the priority areas identified by the NEPAD framework document. The Plan:
complements NEPAD in defining a new relationship between the G8 and those African nations that demonstrate a commitment to democracy, good governance and the rule of law; that invest in their people; and that pursue policies that spur economic growth and alleviate poverty. sets out commitments in support of NEPAD in key areas in which the G8, collectively and individually, can add particular value, including peace and security, governance, education, health, economic growth, debt relief, agriculture and water. directs, to Africa or African countries that implement NEPAD, half or more of aggregate of increases in G8 official development assistance commitments as announced at the UN International Conference on Financing for Development in Monterrey, Mexico, in 2002. This amount, $60 billion US over 10 years beginning in 2006, is in addition to existing assistance programs of the G8 which account for almost three-quarters of aid to Africa.
Another key component of the G8 Africa Action Plan is the Joint Africa / G8 Plan to enhance African Capabilities to undertake Peace Support Operations endorsed by G8 Leaders at the Evian Summit in 2003, which includes commitment to African peace and security. The comprehensive plan was formulated jointly with Africa and outlines the building blocks necessary to enhance African capabilities. The plan will be further developed as the new African institutional architecture for peace and security evolves.
