Letter to Licensees of Multipoint Communications Systems (MCS)

Dear:

I am writing to update you on the international activities related to the band 2500-2690 MHz.

As you may be aware in the ITU radio regulations, this band is allocated to various terrestrial and satellite services, including fixed, mobile and Broadcast Satellite Service (BSS). Also, the last World Radio Conference (WRC-00) identified this band as one of the bands for 3rd generation personal communication systems (IMT-2000).

As per the ITU radio regulations, BSS systems in this band must comply with power flux densities established quite sometime ago to protect terrestrial systems. Refer to Attachment 3 for details of these pfd's for BSS (TV). I would like you to take note of these pfd values as you design and implement 2nd generation MCS and MDS systems to ensure coexistence with any future BSS system.

Also in 1997 the Department agreed to be the notifying administration to the ITU for a BSS (TV) network referred to as Air TV. This network complies with the applicable pfd limits given in Attachment 3.

With regards to IMT-2000 systems, studies have been initiated in the technical groups of the ITU-R for sharing between BSS systems and IMT-2000 systems. Since 2nd generation MCS and MDS equipment has similarities with the technology planned for IMT-2000, we encourage you to participate in our national preparations for the above referred technical groups of the ITU and in the international meetings.
