2-02796 GOVERNMENT OF CANADA AND FIRST NATIONS OF QUEBEC SIGN MEMORANDUM OF UNDERSTANDING ON EDUCATIONMashteuiatsh (Quebec), October 26, 2006 – The Honourable Jim Prentice, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-status Indians, on behalf of the Government of Canada, as well as Mr. Ghislain Picard, Regional Chief of the Assembly of First Nations of Quebec and Labrador, and Mr. John Martin representing the First Nations Education Council, signed a memorandum of understanding today in which the parties agree to co-operate to improve school performance among First Nations students. “Canada’s new Government recognizes the crucial importance that education plays in terms of improving the quality of life of First Nations people and their communities,” Minister Prentice said. “This MOU confirms a commitment by the First Nations Education Council of Quebec and Indian and Northern Affairs Canada to work together on improving educational outcomes and fostering excellence for First Nations students in 22 First Nations communities. It is expected that this work will, over time, help strengthen the capacity of these communities to exercise jurisdiction in education.” The MOU sets in motion a plan to develop and implement supports for First Nations schools that address key issues such as accountability, teaching quality, creating a stimulating school environment and strengthening school administration. Under the terms of the MOU, a joint-working group will be created to develop a strategy for a comprehensive First Nations education system focused on improving First Nations student outcomes and accountability for results. “This MOU demonstrates what can be achieved when we work together,” the Minister concluded. “Education is the key building block to addressing the socio-economic conditions in First Nations communities.
