Quebec/PEI Summer Employment Exchange Program for Students

Where can I get information about summer jobs with the Quebec government?

The object of this document is to set out the major responsibilities of the provincial governments within the framework of the Quebec/Prince Edward Island Summer Employment Exchange Program for University Students.

The application deadline is February 15, 2006.

A) PROGRAM OBJECTIVES

The objectives of this program are:

  • to give university students the opportunity to work in a sector that corresponds to their field of specialization or their personal goals;
  • to provide an opportunity for these students to better acquaint themselves with the social and cultural life of another Canadian province;
  • to improve the knowledge of the student's second language;
  • to encourage francophone students from Prince Edward Island to become more proficient in their mother tongue or in their second language in the case of immersion students.
B) DEFINITIONS
  1. Host Province: the province in which the employment is created.
  2. Home Province: the province from which the student originates.
  3. Francophone: person using the French language in the home.
C) PROGRAM GUIDELINES
  1. Positions are determined by and within the departments or paragovernmental agencies of the Host Province; they will be filled by students of the other province.
  2. Employment is to last a minimum of 13 weeks from mid-May to mid-August.
  3. The positions are determined according to specific job descriptions containing information such as: a list and description of duties; the preferred specialization or field of study; necessary or related work experience; areas of knowledge and language skills required for the position as well as the personal qualities, skills and abilities needed.
  4. The job descriptions must be forwarded to the Home Province no later than mid-January. They will be used by the Home Province in the selection of students.
  5. Where possible, the Host Province should hold a meeting with the immediate superiors of the future student workers to inform them of program objectives, employer-student expectations, the procedure to follow in case of a major problem and the schedule of operations.
D) SELECTION OF PARTICIPANTS
  1. Be enrolled full time at a university in the fall 2005 and winter 2006;
  2. The Home Province shall act as the selection officer for the Host Province to ensure that the francophone students are selected in a fair proportion.
  3. Students must be chosen according to the program criteria and their ability to fill the positions.

    To be eligible, applicants must:

    • be a university student and have completed at least one semester;
    • be a Canadian citizen;
    • never have taken part in this program;
    • have a knowledge of the second language deemed satisfactory for the purposes of the program;
    • show a keen interest in participating in such a social and cultural exchange;
    • be studying in a field that corresponds to the requirements of the position offered, if deemed necessary;
    • have had related work experience for the type of job applied for, if deemed necessary;
    • meet other criteria set forth by the selection committees (representativeness, general knowledge, personality, personal qualities, etc.).
  4. The Home Province must send the Host Province a summary of the files of the students selected no later than mid-April so that the departments involved can be notified. The file in two copies will include the following: a French and English copy of the student's resume; a copy of the student's registration form and a copy of the Application for Student Staff.
E) DETAILS ON THE EXCHANGE
  1. Return-trip transportation of the students is the responsibility of the Home Province, that is, the province from which the student originates. For Prince Edward Island, these expenses will be covered by the Acadian and Francophone Affairs Division. The Home Province shall cover the costs or pay a fair allowance for the transportation between the meeting point specified by the Home Province and the point of arrival in the Host Province. However, the Host Province may assume transportation costs between the point of arrival of the group of exchange students from the Home Province (location to be determined by the Host Province) and their work location.
  2. The Host Province agrees to provide assistance to the students of the Home Province, particularly to find accommodations, although this is the student's responsibility, as is the cost of accommodation.
  3. Each province must provide the selected students with an information package before their departure. Special emphasis should be placed on program objectives and the province where they will be staying for the 13 weeks.
  4. Employers requesting student workers must provide all technical assistance to trainees at the professional, linguistic and social levels, and in the search for accommodations for students posted outside the provincial capital.
  5. To facilitate the integration of trainees, employers should contact by telephone the trainees assigned to their administrative unit before their departure from the Home Province.
F) WAGES AND HOLIDAYS
  1. Students will be paid by the Host Province in compliance with the working conditions and wage policy established in that province; however, wages must be similar to those of the Home Province.
G) EVALUATION OF STAY AND PROGRAM
  1. At some point during the exchange, the Host Province shall conduct a survey among the visiting students in order to evaluate their level of satisfaction and identify any problems encountered. A copy of the report of the survey is to be sent to the Home Province.
  2. At the end of the exchange, the participating provinces shall evaluate the program in its entirety and come up with solutions to the various problems they may have encountered. The annual interprovincial meeting, held each fall, will be the forum where the evaluations and possible corrective measures will be discussed.
