  • SUMMARY

    The Regional Intervention Procedure (RIP) is the tool developed by Indian and Northern Affairs Canada’s Quebec Regional Office to answer to the Headquarters requirement to draw up a strategy for the implementation of the Intervention Policy and the Third Party Manager Policy.

    Moreover, one of the priorities established by the regional Strategic Plan 2005-2008 aims at sustaining professional and organizational development within Aboriginal communities…by reducing, with the collaboration of tribal councils and Aboriginal communities, the number of communities requiring application of the Intervention Policy (Objectives 1.2 and 1.2.2).

    On the short term, the results targeted by the RIP are to avoid new interventions from the Department and to reduce existing levels of intervention. On the long term, the RIP aims at reducing the number of communities under intervention.

    The RIP has also an operational objective. The Procedure was established in order to help regional stakeholders to make an informed choice on the type of approach to adopt for a problematic situation identified in the administration and the delivery of programs and services transferred to the Recipients funded by means of a Funding Arrangement.

    The Procedure distinguishes from the Intervention Policy or the Third Party Manager Policy by its preventive approach. In this manner, the RIP marks a change in the regional office’s approach towards the communities and the organizations in difficulty: The Quebec Regional Office is proceeding from action towards proaction.

  • Non-exhaustive list of triggers attached to the Procedure allowing early detection of problematic situations
  • Implementation of a formal process and supporting documentation for each step:
    • Analysis
    • Recommendation
    • Decision
    • Application and implementation
    • Follow-up
  • Transition Plan required in case of reduction or end of the level of intervention (Exit Strategy)
  • Establishment of rules of contact and correspondence with the Recipients
  • Detailed definition of the roles and responsibilities of the different stakeholders within Indian and Northern Affairs Canada Quebec Regional Office
  • Creation of committees for analysis (IAC) and follow-up (CFADFC)
  • Annual review process of the RIP as well as of quality assurance
  • The RIP was approved on April 6, 2006 by the Regional General Direction and will be effective September 1 st, 2006.
