TEMPORARY FULL-TIME EXCLUDED POSITION

This is a specialized technical and management position providing leadership in the development and management of the Accounting services for the Department of Health. The position is responsible to ensure effective financial controls, policies and procedures are in place which are consistent with generally accepted accounting principles and in line with Department of Health business processes. This position reports to the Comptroller of the Department of Health, and is responsible for the supervision of General Ledger, Accounts Payable and Accounts Receivable staff. Duties will include:

- providing accounting services to the Department of Health, including the preparation of monthly financial statements and other appropriate schedules and reconciliations as required;

- ensuring the complete and accurate posting of all necessary entries to the general ledger on a timely basis;

- advising the Comptroller and Director of Finance of any irregularities in the monthly financial operations of the Department;

- providing advice to Senior Management on financial matters;

- supervising the financial accounting, accounts payable and accounts receivable staff and providing assistance to them in their accounting modules;

- ensuring that all staff adhere to generally accepted accounting principles and financial procedures and policies of the Department of Health;

- developing timely financial reports for various Divisions and to help them investigate significant variances from budget allocations;

- ensuring that appropriate internal controls are in place and are adhered to in the overall financial management of the Department of Health;

- coordinating and participating in the preparation of the annual year-end financial statements and appropriate working papers, and acting as a liaison with external financial auditors and assisting them when required;

- developing team performance through the clarification of team roles and responsibilities, facilitating information exchange meetings and resolving staff conflicts for staff in multiple locations throughout the province;

- completing PST/GST/HST returns and dealing with Canada Revenue Agency in any accounting related matters;

- coordinating the development, implementation and updating of Oracle operating manuals;

- chairing and/or participating on committee meetings as required;

- other related duties as required.

HOURS OF WORK: Monday - Friday / Days

Qualifications: Applicants must have a university degree in Business Administration or Commerce, along with a professional accounting designation. This position requires an individual with a strong accounting background and excellent computer skills supplemented by several years experience in both areas. The successful applicant must also demonstrate excellent organizational skills and be able to respond to a wide variety of tasks and demands within a complex organizational structure, quite often within limited time frames. The successful applicant must be able to work with a high level of independence and have a high level of oral and written communication skills, as well as strong team building and collaboration skills. Experience in the Health Care field and a thorough working knowledge of Oracle Financials are definite assets. Successful applicant must provide a satisfactory criminal record check prior to beginning employment.

Salary Range:$29.86 - $37.33 per hour (Level 22- excluded)
