Environmental Management Agreement
Algoma Steel Inc.

Proposal Title:

Proposed Environmental Management Agreement between Environment Canada, Ministry of the Environment and Algoma Steel Inc.

Short Description:

This draft agreement includes initiatives related to benzene and polynuclear aromatic compounds reduction plans, polychlorinated biphenyl and mercury removal, blast furnace visible emissions reduction, boat slip remediation, solid waste management plans, facility wide air inventories and participation in a steel sector wide initiative regarding the implementation of a Code of Practice.

Purpose of the Proposal:

A three party Environmental Management Agreement has been drafted between Environment Canada's Environmental Protection Branch-Ontario Region, the Ontario Ministry of the Environment and Algoma Steel Inc. in Sault Ste. Marie. The objective of this agreement is to clearly define a list of initiatives with negotiated timelines for environmental activities which Algoma Steel Inc. agrees to undertake. The activities identified in this draft agreement deal with issues which the three stakeholders agree are priorities but have specific objectives which are currently beyond the compliance regime administered by Environment Canada or the Ministry of the Environment. This is a voluntary initiative which complements the existing regulatory process and assists Algoma Steel Inc. in planning and prioritizing a multi year environmental program. The draft agreement will cover a period from date of signing to December 31, 2005.

Other Relevant Information:

It is a reporting requirement of the draft agreement that the company supply semi annual progress reports to Environment Canada and the Ministry of the Environment. These reports will be provided by February 1 and July 1, and will detail the activities of the previous six months, for each year that this agreement is in effect. Copies of these reports will be available to the public through the local Ontario Ministry of the Environment office.

An open house in Sault Ste. Marie was held on May 18th, 2000 at the Holiday Inn to present this proposal to the community.
