Company Fined For Importing Ozone-Depleting Substances

HALIFAX -- Dec. 9, 1998 --- Harris and Roome Supply Limited was ordered today to pay $20,000 after pleading guilty to importing ozone-depleting substances into Canada in July 1993.

Environment Canada laid charges under section 3(1)(b) of the Ozone-depleting Products Regulations after a routine inspection found, on company shelves, a can of a spray cleaner used for cleaning electronics and electrical equipment which contained trichlorotrifluroethane, an ozone-depleting substance.

Of the total money, a penalty of $15,000 was directed to the federal government’s Environmental Damages Fund upon the Crown’s request. The Fund, which is administered by Environment Canada, is applied to environmental assessments and activities to restore damaged areas of the environment. This is the first time that a judge in Atlantic Canada has approved an additional payment be directed to the Fund.

A $5,000 fine will go directly to the provincial court.

Environment Canada was assisted by Canada Customs in its investigation of Harris and Roome Supply Limited. The Ozone-depleting Substances Regulations restrict the sale, offering for sale and importation of ozone-depleting products. The enforcement of these regulations is part of Canada’s contribution and treaty obligation under the Montreal Protocol, which aims to remove ozone-depleting substances from the atmosphere.
