Release of Policy and Licensing Procedures for the Auction of Spectrum Licences in the 2300 MHz and 3500 MHz Bands September 20, 2003
Release of revised versions of the original policy paper published in September 2003 December 2003 and July 2004
Publication of Gazette Notice DGRB-002-04 - Licensing Process for Unassigned 2300 MHz and 3500 MHz Spectrum Licences (commencement of residual auction process) July 17, 2004
Deadline for receipt of applications (including list of licences sought and deposit) to participate in the two phase residual licence auction August 23, 2004
Publication of list of applicants August 30, 2004
Announcement of form and format for phase two September 17, 2004
Publication of list of qualified bidders and application bids September 17, 2004
Deadline for receipt of written notice to withdraw any or all bids submitted by a qualified bidder September 24, 2004 (Close of Phase 1, Round 0)
Publication of provisional winners of licences with only one active bid remaining and status of other remaining licences September 27, 2004
Deadline for receipt of completed security (PKI) documentation and Designated Bidder form September 27, 2004
Deadline for Phase One provisional licence winners to submit payment (100% of bids and penalties), eligibility documentation and notice of type of licence sought October 8, 2004 (10 business days after the close of Phase 1, Round 0)
AMS open for designated practice period December 6-17, 2004
Phase Two mock auction for qualified bidders January 5 and 6, 2005
Opening day of bidding (commencement of Phase Two) January 10, 2005
Close of Phase Two of the auction January 27, 2005
Submission of eligibility documentation 10 business days after the close of the auction
Initial payment (20% of high bids and 100% of penalties, minus the deposit) 10 business days afterthe close of the auction
Final payment (80% of high bids) 30 business days afterthe close of the auction

Note: The auction normally closes when a round concludes without a bid, withdrawal or proactive waiver being submitted. The auction typically continues until stage three has been reached.
