Notice No. SMSE-001-04

Notice is hereby given that Industry Canada is releasing the following Standard Radio System Plan (SRSP) and Radio Standards Specification (RSS) documents: 

Applications in the Wireless Communications Service (WCS) may comprise a full range of terminal devices, including broadband point-to-point, although it is anticipated that WCS will be used predominantly for the provision of local broadband access services in point-to-multipoint configurations. WCS will be licensed in the frequency bands 2305-2320 MHz and 2345-2360 MHz under the fixed and mobile services. Deployments may have elements of both services.

SRSP-302.3 states the minimum technical requirements for efficient use of the spectrum used by licensees, while RSS-195 sets out the minimum requirements for the certification of transmitters and receivers built by equipment manufacturers.

Notice is also given that Industry Canada is amending the following Standard Radio System Plan (SRSP) and Radio Standards Specification (RSS) documents: 

Fixed wireless access generally refers to the use of fixed or nomadic radios to provide access to a public telecommunications network for telephone and/or data services serving residential and business communities. These systems may also provide private networks.

SRSP-303.4 states the minimum technical requirements for efficient use of the spectrum by licensees, while RSS-192 sets out the minimum requirements for the certification of transmitters and receivers built by equipment manufacturers. For both documents, Issue 2 replaces Issue 1.

These two documents were amended to take into account the rearrangement of the core spectrum for Fixed Wireless Access (FWA) systems in the 3.5 GHz band, as announced in Canada Gazette Notices No. DGTP-002-03 and No. DGTP-006-03. A section on inter-system frequency coordination has been added in the SRSP.

The above documents will be in force as of the date of publication of this notice. These documents have been coordinated with the Radio Advisory Board of Canada (RABC).

The Radio Equipment Technical Standards Lists will be amended to reflect the above changes.

Interested parties should submit their comments on RSS-192 and RSS-195 within 90 days of the date of publication of this notice. Shortly after the close of the comment period, all comments received will be posted on Industry Canada's Spectrum Management and Telecommunications Web site at: http://strategis.gc.ca/spectrum.

Respondents are requested to provide their comments in electronic format (WordPerfect, Microsoft Word, Adobe PDF or ASCII TXT) to the following e-mail address: res.nmr@ic.gc.ca, along with a note specifying the software, version number and operating system used.
