Notice No. SMSE-013-05 - Amendment to Radio Standards Specification 102 (RSS-102)

Notice is hereby given that Industry Canada is amending Radio Standards Specification 102, Issue 1, which establishes the requirements and measurement techniques used to evaluate radio frequency (RF) exposure compliance of radiocommunication apparatus designed to be used within the vicinity of the human body. The new issue is: 

Radio Standards Specification 102, Issue 2, Radio Frequency Exposure Compliance of Radiocommunication Apparatus (All Frequency Bands) (RSS-102)

Since the original publication of RSS-102, Issue 1 in 1999, technological advancements have resulted in radiocommunication apparatus which are more versatile, easier to use and provide a wide range of new services. These advancements have necessitated an update of regulatory requirements. These revisions also include changes related to equipment certification in order to properly accommodate the use of this Standard by Certification Bodies.

RSS-102 Issue 1 was revised to include body-worn radiocommunication devices; radiocommunication equipment that operates on frequencies above 2.2 GHz; and to adopt internationally recognized measurement techniques recently published by the Institute of Electrical and Electronics Engineers (IEEE) and the International Electrotechnical Commission (IEC). In addition, the certification process has been modified to obtain supporting information from manufacturers to ensure compliance.

The above document will come into force as of the date of publication of this notice.

This document has been coordinated with the Radio Advisory Board of Canada (RABC).

Interested parties should submit their comments within 90 days of the date of publication of this notice. Shortly after the close of the comment period, all comments received will be posted on Industry Canada's Spectrum Management and Telecommunications Web site at: http://strategis.gc.ca/spectrum.
