Notice No. SMSE-014-05 — Amendment of RSS-213

Notice is hereby given that Industry Canada is amending Radio Standards Specification 213 (RSS-213), which sets out minimum requirements for the certification of licence-exempt personal communications services (LE-PCS) in the lower 1900 MHz frequency range.

The RSS was amended for the purpose of updating the Canadian requirements for LE-PCS in order to harmonize them with the latest international requirements, particularly those of the Federal Communications Commission (FCC) in the U.S. Other changes consist of general reformatting of the document and contact information updates. This revised RSS is:

Radio Standards Specifications 213, Issue 2, 2 GHz Licence-exempt Personal Communication Service Devices (LE-PCS) (RSS-213).

The major changes made to RSS-213 are summarized below:

1. RSS-213, Issue 1 applied to the 1910-1920 MHz and 1920-1930 MHz bands. RSS-213, Issue 2 applies only to the 1920-1930 MHz band, as the 1910-1920 MHz band is no longer available for licence-exempt personal communications service operation.
   
   
2. RSS-213, Issue 1 permitted the operation of asynchronous devices only in the 1910-1920 MHz band and isochronous devices only in the 1920-1930 MHz band. RSS-213, Issue 2 permits both isochronous and asynchronous devices to operate in the band 1920-1930 MHz.
   
   
3. RSS-213, Issue 1 required non-nomadic LE-PCS devices to meet Location Verification Process (LVP) criteria to coordinate with existing fixed licensed microwave services in the band. Since it is not feasible to coordinate nomadic LE-PCS devices with existing services, certification of nomadic devices was not permitted until the coordination requirement for non-nomadic devices could be removed. The policy document (SAB-001-05), available electronically on the Spectrum Management and Telecommunications Web site at: http://strategis.gc.ca/spectrum, establishes the removal of the coordination requirement for non-nomadic LE-PCS, and accordingly, the removal of the prohibition on the certification of nomadic LE-PCS, in the 1920-1930 MHz band. These policy changes are reflected in RSS-213, Issue 2 through the removal of the LVP requirement for non‑nomadic LE-PCS, and by permitting the certification of nomadic LE-PCS devices.
   
   
4. The document was reformatted to bring it into alignment with the recently published RSS-Gen, General Requirements and Information for the Certification of Radiocommunication Equipment.

General Information

The above document will come into force as of the date of publication of this notice.

This document has been coordinated with the Radio Advisory Board of Canada (RABC).

The Radio Equipment Technical Standards Lists will be amended to reflect the above change.
