Finance and Administration

The Finance and Administration Directorate contributes to the department's management agenda through the provision of advice, services and support in the areas of financial analysis and management, financial policy and systems, accounting operations (revenue and expenditure), economic evaluation and cost recovery, asset management, contracting, vehicle fleet management, building management, accommodation, and planning and design.

Technology and Information Management Services Directorate (TIMSD)

Information Management (IM) and Information Technology (IT) enable Transport Canada (TC) employees to work together electronically to meet the department’s goals “to develop and administer policies, regulations and services for the best transportation system for Canada and Canadians”.

With the assistance of the Regional IM/IT Support Units, TIMSD:

  • provides IM/IT services, systems, advice, and support on a national basis in Ottawa and TC’s five regional offices (Pacific, Prairie and Northern, Ontario, Quebec, and Atlantic);
     
  • enables TC employees to interact with Canadians, businesses, and other government departments in a stable, robust, and secure electronic environment;
     
  • protects the security of all TC information regardless of the media in which it is stored;
     
  • promotes IM/IT security awareness and best practices as a component of TC’s corporate security program;
     
  • develops, designs and implements software applications that allow employees to perform their business functions; and
     
  • manages IM/IT resources to ensure they meet the department’s evolving business needs in a proactive, prudent, and cost-effective manner.

TC employees are leaders in IM/IT. Since 2000, TC individuals and teams have been nominated for and received Distinction Awards at the Technology in Government Week (GTEC) Conference. GTEC is the largest forum in the world focused on managing information and technology to improve government programs and operations.

TIMSD consists of five branches: Information Management, Computer Operations and Network Services, Application Management Services, IM/IT Architecture and Planning/GOL, and IT/IM Security and Infrastructure Planning. The Director General of TIMSD is also the department’s Chief Information Officer.

Human Resources

Human Resources provides departmental managers with a full range of advice, counsel and services to support the effective management of all aspects of the department’s human resources, including organization and classification, staffing and recruitment, workforce adjustment, staff relations, official languages, employment equity, occupational safety and health, awards and recognition, training and development, employee assistance counselling, change management, compensation, harassment in the workplace, human rights issues and strategic human resources advice.

Executive Services

Executive Services consists of three groups: Access to Information and Privacy (ATIP), Executive Correspondence and the Coordination and Corporate Secretariat, as well as a French Language Services unit and an Administrative Services unit. Executive Services plays an essential role in helping Transport Canada  achieve its mandate by providing:

  • administrative support to the TC Executive, specifically the offices of the Minister and Deputy Minister, as well as the Senior Corporate Management Team (TMX); and
  • functional and operational support to enable TC’s managers and employees to run an effective, results-based department.

Audit and Advisory Services


Audit and Advisory Services conducts audits and reviews to provide the Deputy Minister and senior management with independent and objective assurance and advice on all important aspects of risk management, management practices and controls, and information used for decision-making purposes. In addition, it provides secretariat services to the Transport Canada Audit and Review Committee and liaison services with the Office of the Auditor General.

Departmental Evaluation Services


As the department's centre of excellence for results-based management, Departmental Evaluation Services assists TC managers in meeting the federal government requirements for increased accountability, effective and efficient management practices, and value-added and demonstrable results for Canadians. It provides credible, meaningful and timely assessments of the ongoing needs and overall effectiveness of the department’s policies, programs and initiatives through the use of evaluation and results-based management. Departmental Evaluation Services endeavours to provide relevant, high-quality services and information to all groups and regions of the department.
