Policy Leveraging
In 2003, Transport Canada’s Climate Change section developed a framework for the revised Canada Strategic Infrastructure Fund with respect to the emphasis upon transit projects and the application of discipline with regard to the selection and ranking of projects. Moreover, it proposed a framework for complementary “leveraged” actions to accompany urban transportation infrastructure investments - including transportation demand management policies and practices, integration of infrastructure investments within a coherent land use/transportation plan, a sound and detailed business case, and consideration of potential cross-impacts of road investments on transit services. This framework was implemented through an interdepartmental process led by Infrastructure Canada.
