The Technical and National Programs Division (AARPF) is responsible to the Director General, Civil Aviation for the management of a number of Civil Aviation programs. In particular, the Division manages:

  • the National Audit Program: The Division defines audit policy, procedures and training standards; maintains the Inspection and Audit Manual (IAM); conducts the Audit Procedures Course; and administers the national program to ensure that designated maintenance, engineering and operations inspectors conduct regulatory audits in accordance with national standards.
  • the Safety Management System Program: The division develops and implements regulations, policies and procedures regarding safety management systems; provides guidance to the Regions and the industry regarding implementation issues; develops the assessment protocol; and ensures that inspector training is adequate and up-to-date.

The Division is also responsible to the Director, Aircraft Maintenance and Manufacturing for the development and implementation of various technical arrangements established with foreign civil aviation authorities that permit the acceptance of each other's maintenance certification systems.
