Case Studies
The following are from a series of case studies of communities participating in the Government of
Canada's National Homelessness Initiative (NHI) and of projects that were funded in part through
the Initiative.
Each community case study outlines the community action related to homelessness prior to the federal
government initiative, describes the planning and implementation structure the community put in place
to respond to the NHI, and notes some of the issues observed and the lessons learned from the community's
experience that could be useful to other communities participating in the NHI or a similar federal initiative.
The project case studies describe the project, including conditions prior to project implementation,
project objectives and outcomes, as well as any additional comments.
Human Resources and Skills Development Canada (HRSDC) produced these case studies as part of its formative evaluation of
the NHI. They contribute to the government's understanding of how the NHI is working at the community level
and the extent to which the objectives are being achieved. The case studies are based on a review of the
individual community's homelessness plan and other documents and reports relating to homelessness, as well
as a series of interviews with people representing groups such as local HRSDC homelessness staff, provincial
and municipal government officials in related program areas, community organizations and steering committees.
