About Skills and Learning The Skills and Learning Task Force was established to develop the Government of Canada’s Skills and Learning Agenda. On February 12, 2002, Jane Stewart, Minister of HRDC, released Knowledge Matters: Skills and Learning for Canadians. The Task Force will continue to support the Minister as this agenda moves forward.
