Where can I find information about the Canada-Prince Edward Island Infrastructure Program?

  • As a result of an agreement signed between the Government of Canada and the Government of Prince Edward Island on October 6, 2000, more than $38 million over the next five years will be invested in municipal infrastructure in Prince Edward Island.
  • The Government of Canada will invest $12.8 million. The Government of Prince Edward Island will invest $12.8 million. Investments from communities across Prince Edward Island will be a minimum of $12.8 million.
  • Green municipal infrastructure is the program’s first priority - 60% of the total value of all approved projects will be for green municipal infrastructure including water and wastewater systems, solid waste management and recycling.
  • To ensure the infrastructure needs of rural communities are considered - 46% of total approved costs for all projects in Prince Edward Island must be invested in projects proposed by rural communities. (Rural is defined as all areas outside Charlottetown, Summerside, Cornwall and Stratford)

1. Exactly what is the Canada-Prince Edward Island Infrastructure Program?

The Canada-Prince Edward Island Infrastructure Program is a joint initiative between the Government of Canada and the Government of Prince Edward Island. The purpose of the program is to improve rural and urban municipal infrastructure. It is similar to past infrastructure programs where projects are funded equally by three levels of government.

2. What is the lifespan of the program?

The program began in fiscal year 2000-2001 and will end in fiscal year 2005-2006.

3. What is the amount of funding available?

The Government of Canada and the Government of Prince Edward Island will each contribute $12.8 million to the program. The total minimum funding from local governments must be $12.8 million.

4. How was PEI’s share of Infrastructure dollars established?

Each province’s share of program spending was established on the same basis as previous Infrastructure Programs. The amount was calculated using both our share of national population and share of national unemployment. This resulted in PEI receiving an increased amount over population share alone.

5. How will the projects be funded?

Most projects will be funded on a one-third, one-third, one-third basis between the Government of Canada, the Government of PEI, and local governments.

6. Who is eligible to apply for project funding?

According to the agreement, projects may be proposed by any local government or by the Government of Canada or the Government of PEI. In addition, projects may be proposed by any body corporate (whether public or private) whose Infrastructure project is nominated by Canada or Prince Edward Island.

7. Can unincorporated areas or groups access funds from this program?

Yes, the province can advance projects on behalf of local area groups.

8. What types of projects are eligible for funding?

First priority projects are green municipal infrastructure, such as water and wastewater systems, water management, solid waste management, and recycling. Other priority projects include cultural and recreational facilities, infrastructure supporting tourism, local transportation infrastructure, rural and remote telecommunications, and affordable housing.

9. If multiple projects are submitted by a community, how are the priority of the projects established?

When an applicant has submitted more than one project, the applicant rates each project as to its’ priority. The Management Committee will consider the projects on that basis.

10. How are applications evaluated?

All projects are rated against program criteria and objectives as set forth in the Program Agreement, and these ratings will be considered by two levels of committee. The first level of committee, the Project Selection Committee, is composed of one representative each from the federal government, the provincial government, and the Federation of Prince Edward Island Municipalities (FPEIM). This committee does a basic assessment before passing qualified projects on to the Management Committee for final recommendation. The Management Committee is composed of two representatives each from the federal and provincial governments, and two ex-officio members from the FPEIM.

11. When were the first approvals announced?

The first group of projects to receive approval were announced in May 2001.

The Canada-Prince Edward Island Infrastructure Program is administered by the Atlantic Canada Opportunities Agency (ACOA) and the PEI Department of Community and Cultural Affairs.
