1998-99 Estimates: A Report on Plans and Priorities
The Estimates of the Government of Canada are structured in three Parts. Beginning with an overview of
total government spending in Part I, the documents become increasingly more specific. Part II
outlines spending according to departments, agencies and programs and contains the proposed wording
of the conditions governing spending which Parliament will be asked to approve. The Report on Plans
and Priorities (Part III) provides additional detail on each department on a business line basis and
contain information on objectives, initiatives and planned results, including links to related resource
requirements over a three year time horizon. The RPPs also provide details on human resource requirements,
major capital projects, grants and contributions, and net program costs.
