Wage Settlements

Covering 500 or More Employees

April 2006


Major collective bargaining settlements reached in April 2006  provided base rate wage increases averaging 2.7% annually over the term of the contracts. These results are based on a review of 54 settlements with a coverage of 141,560 employees.

When the parties to these settlements previously negotiated, the resulting wage adjustments averaged 0.9%, a smaller average than in their current settlements. Contract duration in April 2006 averaged 45.5 months, compared to 30.5 months in the previous round of settlements.

Wage increases in the first 4 months of 2006 (January through April) averaged 2.4% for 326,905 employees in 121 major settlements.

Private-sector wage adjustments averaged 2.8% for 6,360 employees in 7 agreements. Public-sector wage adjustments averaged 2.7% for 135,200 employees in 47 settlements. The vast majority of settlements were in the public sector. There were 27 public-sector agreements in British Columbia alone providing 96,750 employees with wage adjustments averaging 2.5%; these agreements represent half of all major settlements for the month of April and also represent 68% of total employee coverage. (There were no major private-sector settlements in British Columbia in April.).

On a jurisdictional basis, the largest average annual wage increase was in the Prairie Provinces at 3.4%. The smallest adjustment was recorded in both British Columbia and the Federal jurisdiction at 2.5 % . The largest concentration of employees was in British Columbia ; excluding these B.C. agreements, the remaining agreements in Canada averaged wage adjustments of 3.1%.

On an industry basis, the largest concentration of employees (63% of all workers) was in the education, health and social services sector; wage adjustments in this sector averaged 2.6%. The largest average annual wage increase was recorded in manufacturing at 3.2%; the smallest adjustment was in the finance and professional services sector, at 2.1% (a single agreement with the Insurance Corporation of British Columbia ).
