About the Commissioner
Each year, Review Tribunals hear more than 4,000 appeals in over
a hundred locations across Canada. Our members have a wide range
of professional backgrounds and are very familiar with the region
to which they are appointed. Over 90% of our appeals pertain to
the admissibility to disability pensions and are heard by three-member
panels that always include a lawyer and a member of a medical profession.
Review Tribunals are completely independent. The parties that appear
before them must be assured that the decisions will be based on
a thorough examination of the evidence and fully comply with the
requirements established by legislation and regulations. The hearings
are as informal as the circumstances will permit and the parties
can expect to be treated with respect, courtesy and dignity. The
quality of the decisions and the manner in which hearings are held
are issues that are of considerable interest to me and to which
I strive to pay particular attention.

wants to become familiar with the work that we do. For instance,
information is available on how to present an appeal and what to
expect when appearing before a Review Tribunal. Furthermore, explanations
are provided regarding the evolution of the appeals process over

About the Commissioner
In April 2005, Philippe Rabot became Commissioner. Previously, he had been the Chair of the Royal Canadian Mounted Police External Review Committee. His previous positions include being Vice-Chair of the Assessment Review Board of Ontario, Secretary to the Copyright Board of Canada and Assistant Director General of Appeals, Public Service Commission of Canada. He is a lawyer who received a Licence in Civil Law from the University of Ottawa.
