Under CEPA 1999, proposed changes to the NPRI must undergo public consultation prior to their final publication in Part I of the Canada Gazette in December. A stand-alone permanent process document, fully describing the process on how to propose changes, was developed by the 1998-2000 NPRI Ad Hoc Work Group on Substances and recently adopted by Environment Canada (EC).

2005 Consultations

The NPRI Multi-stakeholder Work Group (WG) on Substances met in June 2005, to address proposed modifications to the NPRI program for the 2006 and 2007 reporting years.

The proposed objectives of the NPRI Work Group are to develop recommendations to Environment Canada on the following issues:

  1. Harmonization of NPRI with the Ministry of the Environment of Ontario Regulation 127, specifically the following substances/issues will be considered.
  2. Review of the mining exemption
  3. Modifications for dioxins, furans and hexachlorobenzene
  4. NPRI review to help streamline the NPRI, enhance data quality, and address priority emissions of concern. A subgroup will be established to identify key issues and developing preliminary recommendations for consideration by the main Work Group.
  5. Harmonization of the "facility definition" between Ministry of the Environment of Ontario Regulation 127, Greenhouse Gas Emissions Reporting and NPRI.
  6. Identification of gaps in the data collected for criteria air contaminants
  7. Preliminary review and prioritization of remaining list of substances and issues.

2004 Consultations

In 2004 the Work Group held a two day meeting and a teleconference call to elicit input and recommendations on proposals, issues and potential work items that warrant attention over the immediate and medium-term. The report below reproduces in full the "Final Report of the National Pollutant Release Inventory Multistakeholder Work Group on Substances re Proceedings and Key Findings of the 2004 Planning Session (January 13, 2005)." It also includes, where appropriate, boxes containing Environment Canada's response to the recommendations.
