Our e-Services are designed and operated to ensure the privacy and security of your personal information.

To use our e-Services, you must have a browser with the following minimum requirements:


128-bit encryption

What is 128-bit encryption?

Encryption electronically scrambles the exchange of information between your computer and our computer. This minimizes the risk that outside parties will alter or view information being transmitted.

128-bit encryption is the highest level of protection possible for Internet communications and transactions.

How do I check my browser's version and encryption level?

Refer to your browser "Help" for information on your browser's version and encryption level.

How do I download a browser with 128-bit encryption?

The latest versions of Microsoft Internet Explorer and Netscape Navigator contain 128-bit encryption. To download either browser, go to one of the following Web sites and follow the instructions provided. (These downloads can take several hours.)

Enable cookies

(Note: Most browsers have cookies enabled as a default setting)

What is a cookie?

A cookie is a small file that is placed on your computer to link information from one screen to another while you are using a Web site or online service.

The cookie does not collect any personal information about you or take any information from your computer. The cookie is deleted from your computer once you exit the service.

How do I enable cookies?

Microsoft Internet Explorer version 5 and 6:

  1. Open the "Tools" menu at the top of the browser window and select "Internet Options".
  2. Go to the "Security" tab and select "Custom Level" near the bottom of the window.
  3. Scroll down to the "Cookies" section and select "Enable" or "Prompt" under "Allow cookies that are stored on your computer".
  4. Select "OK".

Netscape Navigator:

  1. Open the "Edit" menu at the top of the browser window and select "Preferences".
  2. Under the "Category" list (on the left side of the "Preferences" window), select "Advanced". If you do not have the "Advanced" option, select "Privacy & Security".
  3. In the Cookies section, select one of the round buttons that allows your computer to accept cookies or to "Enable all cookies".
  4. Select "OK".

Enable JavaScript

What is JavaScript?

JavaScript is a scripting language that works primarily on Web pages. Our web services require that JavaScript is enabled.

How do I enable JavaScript

Note: If your computer is part of a managed network, contact your organization's system administrator before making changes to your computer.

These instructions are for Windows operating system browsers. If you are using another operating system such as Macintosh, Linux, or Solaris, please see your browser's help file for instructions on how to change your settings.

Internet Explorer 5 and 6:

  • Click on the "Tools" menu item, then "Internet Options".
  • Select the "Security" tab.
  • Click on the "Internet" icon in the Web content zone box.
  • Click on the "Custom Level" button. A "Security Settings" window will open:

    • Scroll down the list until you find "Microsoft VM". Under "Java Permissions", make sure that "High security" is selected.
    • In the "Reset customs settings" box, click on the arrow to open the drop down list and select "Medium".
    • Click "OK". The "Security Settings" window will close.

  • Back in the "Security" tab, click on "Apply" and on "OK".

Netscape Navigator:

  • Click on the "Edit" menu item, then "Preferences".
  • In the "Category" box, click on "Advanced". A new selection will appear on the right:
    • Make sure that the "Enable Java", box is selected.
  • Click "OK".
