Canadas Proposed Strategy To
Accelerate The Phasing Out Of Uses Of CFCs And Halons And To Dispose Of The Surplus Stocks
At the 11th Meeting of the Parties (MOP 11) to the Montreal Protocol on
Substances that Deplete the Ozone Layer, a decision was made that each industrial country
(non-Article 5) develop strategies for the management of CFCs, including options for
recovery, recycling, disposal and eventual elimination of their use. For your information,
a summary of MOP 11 has been included. At the previous meeting of
the parties, a similar decision was made for Halons. As a party to the Protocol, Canada is
committed to developing a strategy for CFCs and Halons, that will fulfill our
international obligations.
In 1998, the Canadian Council of the Ministers of the Environment endorsed the National Action Plan (NAP) for the Environmental Control of
Ozone-Depleting Substances (ODS) and their Halocarbon Alternatives (current version). The NAP
identifies a series of tasks aimed at developing a strategy for the management of surplus
CFCs and Halons, including their disposal.
During February and March of this year, the Federal Provincial Working Group (FPWG)
held consultation workshops on Canadas Proposed Strategy to
Accelerate the Phasing-out of Uses of CFCs and Halons and to Dispose of the Surplus Stocks.
The purpose of these workshops was to provide an opportunity for Canadians to comment and
assist in finalizing of the strategy.
A synthesis report is available that
summarizes the comments received during the consultations. The report includes comments
made during the stakeholder meetings held in February and written comments received during
the comment period.
A response report is now available that addresses the
comments in the Synthesis Report and indicate the direction of the final strategy.
The next step in developing the disposal strategy is
to submit a proposed strategy, the elements of which are contained in the Response Report,
to the Canadian Council of Ministers of the Environment (CCME) for their endorsement. The
proposal is planned to be submitted at this coming CCME Fall Meeting.
