This notice comes into force on the date of its publication and remains in force until January 17, 2007. The first paragraph of the 2004 notice is replaced by the following: Notice is hereby given, pursuant to subsection 46(1) of the Canadian Environmental Protection Act, 1999, that for the purpose of conducting research, creating an inventory of data, formulating objectives and codes of practice, issuing guidelines or assessing or reporting on the state of the environment, any person who owns or operates a facility described in Schedule 2 to this notice during the 2004 calendar year, and who possesses or who may reasonably be expected to have access to information described in Schedule 3, shall provide the Minister of the Environment with this information no later than July 4, 2005. Where appropriate, terms contained in this notice have been defined in Schedule 4. 2. The introductory paragraph under the heading GENERAL in Schedule 2 of the 2004 notice is replaced by the following: Persons who must report If a person who owns or operates a facility with respect to which information was submitted in response to the Notice with respect to substances in the National Pollutant Release Inventory for 2003 determines that the facility does not meet the criteria for reporting set out in Parts 1 through 5 in this Schedule, the person shall notify the Minister of the Environment that the facility does not meet these criteria. If the ownership or the person who operates a facility as described in this Schedule changes during the 2004 calendar year, the person who owns or operates the facility as of December 31, 2004, must report for the entire 2004 calendar year by July 4, 2005. If operations at a facility are terminated during the 2004 calendar year, the last owner or operator of that facility is required to report for the portion of the 2004 calendar year during which the facility was in operation, by July 4, 2005. EXPLANATORY NOTE (This note is not part of the notice.) The amendments are made to reflect that the reporting due date for the 2004 reporting year is changed from June 1, 2005, to July 4, 2005. This is to allow those who are subject to the notice more time to comply because of difficulties encountered during the first year of reporting to the NPRI using the Government's epass system and the new electronic reporting system OWNERS for the submission of the data. [22-1-o] CUSTOMS TARIFF Invitation to submit views on a proposed increase in certain Most-Favoured-Nation (MFN) tariffs On May 1, 2004, ten additional countries became members of the European Union (Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Hungary, Slovenia, Cyprus and Malta). Their tariffs schedules were harmonized with the European Union schedule. In certain cases, this resulted in a less advantageous import regime for Canadian exports to these markets. Under WTO rules, Canada is entitled to seek compensation for this impairment. Canada's preference is to negotiate a market access settlement with the European Union, and negotiations in this regard are on-going. However, should this not be possible, Canada has the right, under WTO rules, to withdraw concessions before August 1, 2005. To prepare for this possibility, the Government of Canada is seeking public comments on a proposal to increase MFN tariffs to a 10 percent ad valorem rate on the goods listed below. The European Union is by far the principal MFN supplier of these goods.

[22-1-o] DEPARTMENT OF INDIAN AFFAIRS AND NORTHERN DEVELOPMENT CANADA PETROLEUM RESOURCES ACT 2005 Call for Bids: Central Mackenzie Valley The Minister of Indian Affairs and Northern Development hereby gives notice, pursuant to section 15 of the Canada Petroleum Resources Act, R.S. 1985, c. 36, 2nd Supplement, of the bids which have been selected in response to the 2005 Central Mackenzie Valley Call for Bids. A summary of terms and conditions applicable to the call was published in the Canada Gazette, Part I, on January 15, 2005. The call closed on May 17, 2005. Winning bidders having submitted work deposits representing 25 percent of their work proposal bid will receive an exploration licence. A summary of the terms and conditions of the six exploration licences being issued is also set out herein. In accordance with the requirements set out in the 2005 Central Mackenzie Valley Call for Bids, the following bids have been selected:
The following is a summary of the terms and conditions of the exploration licences being issued to the winning bidders as indicated above: 1. The exploration licences confer, relative to the lands, the right to explore for and the exclusive right to drill and test for petroleum, the exclusive right to develop those frontier lands in order to produce petroleum, and the exclusive right, subject to compliance with the other provisions of the Act, to obtain a production licence. 2. The term of the exploration licences will be for eight years, consisting of two consecutive periods of four years. 3. Each interest owner shall drill one well prior to the end of Period I. That is, within the first four years of the term, as a condition precedent to obtaining tenure to Period II which comprises the last four years of the licence. Failure to drill a well shall result in the reversion to Crown reserve, at the end of Period I, of the lands not subject to a significant discovery licence or a production licence. 4. The interest holders submitted their issuance fees and posted work deposits equivalent to 25 percent of the bid submitted for each parcel. A reduction of the deposit will be made as allowable expenditures, as defined in the Call for Bids, are incurred on the lands in Period I of the term. 5. Rentals will be applicable only in Period II at a rate of $3.00 per hectare in respect of the first year, $5.50 in the second year and $8.00 in the third and fourth years. May 19, 2005 JACQUELINE GRAVELLE [22-1-o] CANADA DEPOSIT INSURANCE CORPORATION Chairperson (part-time position) The Canada Deposit Insurance Corporation (CDIC) is a federal Crown corporation which contributes to the stability of Canada's financial system by insuring eligible deposits in member institutions. The corporation is funded by premiums assessed on $376 billion of insured deposits in its 86 member institutions, which include all of the major banks and trust companies. CDIC is seeking an experienced leader to serve as Chairperson of the Board. The Chairperson is primarily responsible for the effective operation of the Board. Working closely with the President and Chief Executive Officer, the Chairperson is dedicated to protecting depositors while minimizing CDIC's exposure to loss, ensuring effective relations with the Minister of Finance, Parliament, other stakeholders and the public, and providing advice and guidance as required. This position involves the pressures of ensuring good governance of a Crown corporation, balancing both public policy and business considerations in a decision-making environment that is highly fluid. To achieve CDIC's objectives and carry out its mandate, the Chairperson must possess the highest standards of ethical behaviour and business conduct. Requirements for this position include a degree from a recognized university, preferably specializing in accounting and finance, law, or general business, or an equivalent combination of education, training and experience. The new Chairperson will bring proven financial ability and substantial Board experience gained as a director, and preferably as a chairperson, of one or more organizations, ideally of sufficient size and complexity to relate reasonably to the functioning of CDIC. Experience in, and an understanding of, the financial services industry, combined with a demonstrated appreciation of the needs and workings of Government, is required. Private sector experience relating to financial services, preferably deposit taking institutions and public sector experience relating to Crown corporations, preferably financial Crown corporations, would be highly desirable. She or he must have a good understanding of deposit insurance and financial systems issues. In addition, the new Chairperson must have substantial knowledge of sound business and financial practices and the complexities of overseeing a financial Crown corporation. The new Chairperson of CDIC must have excellent interpersonal and communication skills and exercise sound judgement. To be appointed the Chairperson, a person must be a Canadian citizen ordinarily resident in Canada. No person is eligible to be appointed to this position if she or he is a member of the Senate or House of Commons or a member of a provincial legislature; a director, officer or employee of a bank or trust and loan company; or has reached 75 years of age. The chosen candidate may not beneficially own, directly or indirectly, any shares of any financial institution, bank holding company, insurance holding company or of any other body corporate, however created, carrying on any business in Canada that is substantially similar to any business carried on by any financial institution. Proficiency in both official languages is an asset.
