Screening Assessment Pilot Project

A Pilot Project for the screening assessment phase was initiated by Environment Canada and Health Canada. This project identified 123 substances which were anticipated to meet the categorization criteria of 1) persistent and/or bioaccumulative and inherently toxic to non-human organisms or 2) having a high potential for exposure to Canadians.

The objectives of the pilot project are related to both process and scientific aspects of the program. Specifically, the objectives are to:

  • to refine the screening assessment process;
  • to develop and adopt tools and approaches for screening assessments;
  • to develop approaches for setting priorities for screening assessments;
  • to engage stakeholders on new approaches for screening assessments and priority-setting.

Of the list of 123 substances, 93 substances, categorized as persistent and/or bioaccumulative and inherently toxic to non-human organisms (environment), were proposed by a Technical Advisory Group of Environment Canada made up of experts from different interested parties including federal and provincial governments, industry participants, environmental non-government organizations, and academia.

The 30 substances initially selected by Health Canada were prioritized for inclusion in the pilot phase, based upon available data on their releases to the environment, levels in the environment, and/or amounts manufactured, imported or used in Canada.

The list of substances on the pilot list includes a range of chemical classes and uses of substances present on the Domestic Substances List. It therefore represents a sample of the type of substances which Environment Canada and Health Canada will categorize and assess in future years.

The approaches and processes for categorization of the DSL and subsequent screening assessment are being developed and refined during the pilot phase. Consideration will be given to the concerns of other government departments, stakeholders and other interest groups, and opportunities will be provided to comment on the categorization decisions and the screening assessments. There is provision for public comment on the results of the screening assessments conducted under Section 74 of CEPA, 1999.

Environment Canada published a notice under Section 71 of CEPA, 1999 in the Canada Gazette and sent this questionnaire to approximately 4,500 Canadian manufacturers or importers of the 123 substances requesting information on quantities manufactured, imported, exported, used or sold; industrial and potential consumer use patterns; concentrations in products; and unpublished persistence, bioaccumulation, toxicity and exposure data.
