Requisite Training for Employees to Continue to Exercise Ministerial Delegation of Authority

Policy Objective:

To establish the requisite training for delegated officers to maintain competencies in order to continue to exercise delegation of authority or required of their position.

Background:

Recognition and strengthening of professional skills and knowledge is an operating principle of Flight 2005 — A Civil Aviation Safety Framework for Canada.

In Civil Aviation Directive (CAD) 7, the following four phases of learning were identified for delegated officers:

  • Phase I, initial training — the planned process to acquire common competencies for job performance.
  • Phase II, supplementary training — the planned process to develop further job-specific competencies.
  • Phase III, recurrent training — the planned process to maintain competencies in order to exercise delegation of authority.
  • Phase IV, career development training.

This Directive relates specifically to Phase III or recurrent training.

Policy Statement:

Civil Aviation is committed to providing recurrent training to allow delegated officers to maintain the required competencies in order to continue to exercise their delegation.

Application:

This Directive applies to all Civil Aviation Delegated Officers or other non-delegated employees as identified by the applicable Branch Functional Directors.

Definitions:

Recurrent Training — the planned process to maintain competencies in order to exercise delegation of authority.

Competencies — are a set of skills, abilities and related behaviours, which are indicative of the personal attributes that employees need to do their work successfully.

Approach:

Following completion of the requirements of CAD 7 and being granted delegated authority, Delegated Officers must successfully complete the requirements of recurrent training as outlined in Appendix A.

The Recurrent Training Strategy document provides additional principles as to the how recurrent training will be implemented.

Functional branches may, at their discretion, identify required training for non-delegated employees to maintain the competencies required of their position.

Roles and Responsibilities:

Civil Aviation Delegated Officers are responsible for:

  • reviewing on an annual basis, the training requirements outlined in this Directive; and
  • through learning plans, requesting training in a timely fashion in order to continue to exercise their delegation.

Headquarters and Regional Managers are responsible for:

  • determining the consequences of Delegated officer who do not meet the requirements of CAD 10.
  • through employee learning plans, identifying the recurrent training required by their delegated officers.
  • to report on the completion of a delegated officer's training to Aviation Learning Services

Headquarters Functional Directors are responsible for:

  • chairing Functional Learning Committees (FLC) which implement the requirements of this directive at the functional level;
  • establishing functional procedures for the delivery and monitoring of recurrent training program; and
  • determine the consequences of delegated officers who do not meet the requirements of CAD 10.

Regional Directors are responsible for:

  • ensuring their employees with delegation of authority receive recurrent training in accordance with their respective schedules in order to maintain their delegation of authority; and
  • determining the consequences of delegated officers who do not meet the requirements of CAD 10.

Director, Aviation Learning Services is responsible for:

  • assuring the quality of the design, development, delivery, evaluation and validation of recurrent training programs;
  • identifying a common structure and approach that will be used for recurrent training;
  • designing and implementing evaluation tools;
  • offering sufficient number of courses/learning events to meet the demand for recurrent training such that employees may meet their requirements;
  • maintaining the records for recurrent training in the Civil Aviation Training Information System (CATIS) database; and
  • reporting annually to the National Civil Aviation Management Executive (NCAMX) on matters relating to this directive.

The Functional Learning Committee (FLC) is responsible for:

  • recommending recurrent training content, frequency, and evaluation standards required by delegated officers within their respective functional areas; and
  • recommending revisions to applicable schedules for training requirements within their respective functional areas.

The Learning Oversight Committee (LOC) is responsible for:

  • establishing partnerships among functional areas, Aviation Learning Services (AARE), and Corporate Human Resources, Learning and Counseling;
  • pursuing consistency in inspectors' competencies;
  • monitoring cross-functional learning programs;
  • providing a forum for sharing ideas concerning learning, training and development within Civil Aviation;
  • recommending training/learning directives and policies to NCAMX;
  • making decisions regarding the implementation of training/learning directives and policies, needs analysis, development, delivery, evaluation and competencies;
  • communicating decisions made by LOC to NCAMX; and
  • making minor changes to NCAMX — approved policies.
