Civil Aviation Annual Inspection Plans

Revision Objective:

To extend expiry date to October 4, 2002, and to amend reporting requirement.

Policy Objective:

To support the planning and performance analysis necessary for the Civil Aviation program to be delivered in accordance with national strategies and priorities.

Policy Statement:

Regional Managers shall prepare and maintain an Annual Inspection Plan based upon all relevant Civil Aviation planning tools including the Frequency of Inspection Policy Document, the Activity Reporting and Standards System (ARASS) and Program Planning Priorities for Operational Activities.

Application:

To all Civil Aviation regional operations. This directive does not apply to inspection activities related to initial certification.

Definition:

For the purpose of this directive, an annual inspection plan means a document prepared at the start of each year by a regional manager to indicate the tasks planned for the year in relation to the inspection, auditing and monitoring of aviation personnel and companies.

Approach:

The inspection plan must identify how it has been derived. For example, it must identify each certificate holder under the regional manager's jurisdiction, identify the target population for each task, indicate the planned inspection frequency for each, and whether the planned frequency is more or less than the established level. Where inspection frequencies are given in percentages (e.g., inspectors will conduct pilot proficiency checks on 10% of an operator's pilots), the inspection plan will include the actual numbers planned for each operator.

The Frequency of Inspection Policy recognizes the need for flexibility to use risk management principles to direct inspection resources to the areas where they will have the most benefit. While deviations from the Frequency of Inspection Policy are inevitable, they need to be documented in the Annual Inspection Plan.

The Civil Aviation Risk Management and Decision Making Publication (TP 13095) should be used to support variations in established frequency of inspection standards.

Reporting:

Managers shall maintain records of work accomplished, along with a brief narrative as might be required to understand variance from the original inspection plan.

Accountability:

This policy is consistent with Directive no. 27 on Civil Aviation Service Line Accountabilities.
