Direction:

Human and Organizational Factors - Taking account of human and organizational factors in safety management practices.

Objective:

Develop valid and practical means of incorporating the assessment of human and organizational factors in decision-making.

Initiative Status
Establish a regulatory framework instilling human factors awareness in aviation organizations Regulatory requirements for human factors training in Approved Maintenance Organizations (AMO) have been published in Standard 573 - Maintenance.
Incorporate human and organizational factors knowledge requirement in aviation licensing New training standards, which integrate human factors, are being developed.
Amend the Aeronautics Act to allow regulation of duty times for all aviation personnel Amendments to the Aeronautics Act have been drafted and are on the federal legislative agenda for 2004.
Institute a human/organizational factors training standard for targeted aviation organizations Safety promotional products address relevant human factors.
Evaluate research on fatigue in support of developing standards, guidance material and safety promotion programs
  • Phase I of Research on hours of work for Aircraft Maintenance Engineers (AMEs) was conducted and a final report has been published.
  • Phase II of research, a review of fatigue sensitive tasks, has been completed.
  • Phase III, the development of Fatigue Risk Management Program (FRMP) guidelines is underway.
Develop a model incorporating analysis of human and organizational factors in safety oversight activities Analysis of human and organizational factors will be addressed as part of the Safety Information Management System (SIMS).
Provide human factors training to all Civil Aviation safety inspectors A human factors module has been developed for the Delegated Officers Initial Training (DOIT) course

Expected Result:

Human performance and organizational factors are routinely assessed throughout the aviation community.
