Background

Chapter 7, section 5 of the PLPM states that a person who holds an instrument rating is considered to have met the skill requirements for the ATPL. This was written during the time when the instrument rating validity period was 12 months. Now that the instrument rating can be valid for up to 24 months, there is a discrepancy between the CARs and the PLPM. The CARs, being the Regulatory document, takes precedence. This is reinforced by the fact that the PLPM contradiction is inadvertent.

Action

Chapter 7, Section 5 of the PLPM will be amended to reflect the following:

(b)  Flight Test

  1. A holder of a CPL-A who holds a Group I instrument rating or passes a flight test for a Group 1 instrument such a rating within the 12 months preceding the date of application for the licence may be deemed to have met the skill requirement for an ATPL-A.

  2. An ATPL-A applicant who does not hold a CPL-A may satisfy the skill requirement by passing a Group I instrument rating flight test combined with a PPC, as set out in Form 26-0249, provided all PPC sequences are done and the flight test is completed within the 12 months preceding the date of application for the licence.

This policy is to be implemented immediately.

Expiry

This Policy Letter will expire with the appropriate amendment to the PLPM.
