New Definition of Model Rocket

Background
Present definition:
"model rocket" - means a rocket equipped with model rocket engines that
will not generate a total impulse exceeding 80 newton-seconds, of a gross weight,
including engines, not exceeding 500 g (1.1 pounds), and equipped with a
parachute or other device capable of retarding its descent; (model rocket).
Technological progress has resulted in the emergence of a new form of model
rocketry, known as high-power rocketry, using larger and more powerful commercially
made solid propellant rocket motors and heavier rocket airframes. The Canadian
Association of Rocketry proposed that Transport Canadas definition of "model
rocket" be revised to reflect the definition authorized by the Explosives Branch
of Natural Resources Canada (NRC) and the definition of the Federal Aviation
Administration (FAA).
The Notice of Proposed Amendment (NPA) 97-407 was agreed to at the October 30,
1997 CARAC meeting and will be submitted for amendment action to the CARs.
Action
Please apply regulations relating to model rockets using the following definition:
"model rocket" means a rocket equipped with model rocket engines that
will not generate a total impulse exceeding 160 newton-seconds,
of a gross weight, including engines, not exceeding 1500 g
(3.3 pounds), and equipped with a parachute or other device
capable of retarding its descent; (model rocket).
Expiry
This Policy Letter will expire with the appropriate amendment to the CARs.
