Confirmation of Company Check Pilot Authority

Personnel Licensing Procedures Manual (PLPM) Chapter 8 - Issue of Flight Crew Ratings, Page 8-1.

Background

A finding from a recent Quality Assurance Review was that there is no system in place to permit verification of Company Check Pilot (CCP) delegations. Verification of CCP delegations is required when licensing staff process applications for endorsement of type ratings. It was recommended that further investigation be instigated at the HQ level to find a solution to the CCP authority verification.

Action

We have checked into the CCP procedure in place and have found that the Flight Training and Aviation Education (FTAE) computer system is the source that is currently used to determine the validity of CCPs. Only Headquarters staff authorized by Commercial and Business Aviation (CBA) may input CCP data to the system.

It is recommended that licensing staff refer to FTAE to determine the validity of individuals recommending type ratings. Where CCP privileges require clarification or confirmation and are not listed in FTAE, regional licensing staff should refer to regional CBA as they are required to keep an accurate paper list of all CCPs.

Expiry

This Policy Letter will expire with the appropriate amendment to the PLPM.
