Dangerous Goods Used in Aerial Work
This Notice applies to Dangerous Goods used in Aerial Work such as, active
fire suppression, aerial cloud seeding, aerial drip torching, agriculture,
avalanche control, forestry, horticulture, hydrographic or seismographic work,
or pollution control.
Current Requirements
Section 2.10 of the Transportation of Dangerous Goods Regulations (TDGR) and
Part 1, Section 1.1.3 of the International Civil Aviation Organization Technical
Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI's)
regulate the transport of dangerous goods in connection with agricultural,
horticultural, forestry or pollution control activities.
Section 2.10 of the TDGR requires air operators involved in the transport of
dangerous goods for active fire suppression, aerial cloud seeding, aerial drip
torching, agriculture, avalanche control, forestry, horticulture, hydrographic
or seismographic work, or pollution control to:
- train personnel,
- report dangerous occurrences,
- use certified container,
- provide ventilation of aircraft compartment, and
- prohibit smoking on board the aircraft.
Section 1;1.1.3 of the ICAO TI's exempts from the regulations activities
where dangerous goods are to be dropped in connection with agricultural,
horticultural, forestry or pollution control activities, if the air
operator:
"Provides such information to flight crews and other employees in
(their) operations manual and other appropriate manual as will enable these
employees to carry out their responsibilities with regard to the transport of
dangerous goods. This information must include instructions as to the action to
be taken in the event of emergencies involving dangerous goods, and details of
the location and numbering system of cargo compartments together with the
maximum total sum of transport indexes of radioactive material permitted in each
compartment."
Future Requirements
Starting August 15, 2002, when the revised Transportation of Dangerous Goods
Regulations come into force, air operators involved in:
- Active fire suppression
- Aerial cloud seeding
- Aerial drip torching
- Agriculture
- Avalanche control
- Forestry
- Horticulture
- Hydrographic or seismographic work, or
- Pollution control
will, in addition to the exemption provided in the ICAO TI's, be able to use
a conditional exemption for dangerous goods being used at the location where the
aerial work takes place (see Section 12.12 of the revised TDGR).
- The conditions prescribed by this Section relate to:
- Training;
- Means of containment;
- Information to Pilot-in-Command;
- Inspection for damage or leakage;
- Segregation;
- Reporting of accidents or incidents;
- Smoking prohibitions and cargo space ventilation.
