Quick Lighting Charcoal Tablets

Introduction

This notice is of importance to Air Operators, Canada Post Corporation, Custom Canada Revenue Agency, religious organizations, suppliers, manufacturers, and the traveling public.

Quick Lighting Charcoal, as described in this Notice, is forbidden onboard passenger and cargo aircraft.

Regulations governing the Transport of Dangerous Goods

The Transportation of Dangerous Goods Regulations (TDGR) and by reference the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO TI’s) regulate the transport by air of dangerous goods to, from and within Canada.

Quick Lighting Charcoal Tablets

The product comes in variable size tablets wrapped in foil. Common names for the products are: Self-Lighting Charcoal, Censers charcoal, and Charcoal Round. It is known that this product is manufactured in Greece, the United Kingdom (UK), the United States of America, and Holland.

Testing of one of these product done in accordance with the UN Recommended Manual of Test Criteria identifies it as dangerous goods with the following shipping name and UN number:

Flammable Solid, Oxidizing, n.o.s., UN3097

Note: Similar Quick Lighting Charcoal tablets having identical dangerous goods properties may also be classified as Flammable Solid, Oxidizing, n.o.s., UN3097.

The product is combined with an oxidant (approximately one per cent of its total weight) to enable the product to be ignited directly with a match without having to resort to another intermediate medium, or to be ignited by friction when mixed with combustible material.

Demand for the product

The product is commonly used in religious ceremonies for burning in censers.

Transportation Requirements

Flammable Solid, Oxidizing, n.o.s., UN3097 is forbidden for transport by passenger or cargo aircraft.
