Dangerous Goods Carried in Toolboxes
Introduction
This Notice pertains to the transport of toolboxes containing dangerous
goods, and is of importance to Air Operators, Trades Unions and Associations
representing trades people.
Toolboxes that contain dangerous goods items are not permitted to be
transported in passenger's carry-on or checked baggage, or cargo.
Regulations governing the transport of Toolboxes containing Dangerous Goods
The Transportation of Dangerous Goods Regulations (TDGR) and by reference the
International Civil Aviation Organization Technical Instructions for the Safe
Transport of Dangerous Goods by Air (ICAO TI's) regulate the transport by air of
toolboxes containing dangerous goods to, from and within Canada.
TDGR Requirements
Any articles or substances contained in the toolbox that are dangerous
goods must be removed from the toolbox.
These items must be packaged, marked, labelled, and documented in compliance
with the ICAO TI's. They must be handled, offered for transport, and transported
by trained individuals, or under the direct supervision of trained individuals
in compliance with the provisions of Part 12 - Air of the TDGR.
ICAO TI's
Chapter 6 of Part 7 of the ICAO TI's sets out the Provisions to aid the
recognition of undeclared dangerous goods and provides a general description of
toolboxes containing dangerous goods:
"tool boxes - may contain explosives (power rivets), compressed gas or
aerosols, flammable gases (butane cylinders or torches), flammable adhesives or
paints, corrosive liquids, etc."
"Operation Toolbox" poster
Industry and government convened to develop an "Operation Toolbox"
poster to raise awareness among Trades people. The poster was designed to
highlight examples of items commonly found in toolboxes that cannot be
transported by aircraft. These items include:
Aerosol paints and lubricants, alkaline batteries with unprotected terminals,
solvent based contact glues, barbecue lighters, tubes of resin, butane
cylinders, and soldering paste.
The poster does not include all items that would be considered dangerous goods.
