Our mandate

Our mandate consists of providing a sound management framework for civil aviation in Canada, mainly by:

  • Providing advice to the Director General, Civil Aviation and its managers, nationally, on quality and resource management issues;
  • Providing the National Civil Aviation Management Executive (NCAMX) with objective assessments about the design and operation of management practices, control systems, and information, in keeping with modern comptrollership principles;
  • Contributing to the Civil Aviation continual improvement process and accountability for results;
  • Ensuring timely, strategically focused, objective and evidence-based information on the performance of Civil Aviation policies, programs and initiatives;
  • Acting as a focal point for functional and operational units to develop and maintain processes which contribute to the continual improvement of the management system;
  • Providing leadership and advice to Civil Aviation quality initiatives, and facilitating their development and implementation;
  • Earning the respect of our Civil Aviation colleagues, the aviation community and the public by providing sound leadership in the area of quality and resource management;
  • Working with other colleagues in different disciplines and stakeholders to achieve our common aim;
  • Contributing to the design of policies, programs, and initiatives that clearly define expected results and that embody sound performance measurement, reporting, and accountability provisions at their outset;
  • Helping assess in an objective manner the results of government policies, programs and initiatives; including their impacts (both intended and unintended) and to assist in providing alternative ways of achieving expected results; and
  • Remaining cognizant of changes and evolution in the aviation environment.

We are a focal point for assisting functional and operational units to develop and maintain processes, which contribute to a healthy organisation. Quality and Resource Management is recognized as integral to supporting Civil Aviation's commitment to continuous improvement.

We will fulfill our role by...

  • Providing leadership and support to Civil Aviation integrated management initiatives.
  • Facilitating the development and implementation of integrated managment initiatives in Civil Aviation.
  • Acting as functional support for quality and resource management.
  • Tracking the implementation of specific quality improvement plans and corrective action plans.

Who do we serve?

Our direct clients are management and personnel in the regions and headquarters. Indirectly, we serve the "beneficiaries" of the Civil Aviation program (i.e., the aviation community and the traveling public).
