Environment Canada - Ozone Depleting Substances Regulations Since 1989, Canada has adopted Regulations to control the import, manufacture, use, sale, and export of ozone-depleting substances (ODS) and amend the list of toxic substances in Schedule 1 of Canadian Environmental Protection Act (CEPA). They also require that permits be obtained to import or export used, recovered, recycled and reclaimed ODS.
