How does Transport Canada ensure that SMS assessments do not become either oversimplified or subject to wide variations caused by subjective judgment of assessors?In developing a new oversight methodology for SMS assessments, Transport Canada took steps to remove arbitrary and subjective decision making on the part of employees. While Transport Canada’s assessment tool looks at the effectiveness of systems as well as compliance, it is also built around a standard framework. The framework is based on Transport Canada’s regulations and establishes a series of expectations, scoring criteria and open-ended questions to ensure a standard interpretation. |
