Specialty Air Services North American Free Trade Agreement (NAFTA)
PURPOSE
This Commercial and Business Aviation Advisory Circular (CBAAC) is intended to
inform Canadian air operators offering specialty air services of the required
application procedures in order to obtain U.S. Department of Transportation authority
to conduct agricultural and industrial operations in the United States.
This CBAAC replaces Air Carrier Advisory Circular 0073 dated 1994.10.21.

BACKGROUND
The North American Free Trade Agreement (NAFTA) entered into force on
January 1, 1994, and gives Canadians the opportunity to provide the following
specialty air services in the U.S.:
- Aerial Advertising;
- Aerial Construction;
- Aerial Inspection and Surveillance;
- Aerial Mapping;
- Aerial Photography;
- Aerial Sightseeing;
- Aerial Spraying;
- Aerial Surveying;
- Fire Fighting;
- Flight Training;
- Forest Fire Management;
- Glider Towing;
- Heli-logging; and
- Parachute Jumping.
All are in force except Aerial Spraying, which comes into effect on January 1,
2000.

Administration (FAA) or Transport Canada authorities for NAFTA, contact your nearest
Transport Canada, Civil Aviation regional office.
REFUSALS
Should there be any refusals on the part of the U.S. authorities (Department of
Transportation and/or Federal Aviation Administration) to accept a reasonable
application by any Canadian providers of the above specialty air services, please

operational matters. A CBAAC may describe an acceptable, but not the only,
means of demonstrating compliance with existing regulations. CBAACs in and of
themselves do not change, create any additional, authorize changes in, or
