AIR CARRIER ADVISORY CIRCULAR

No. 0135R

1998.02.05

Union Carbide Type IV & III Anti-Icing Fluid Difficulties

PURPOSE

This Air Carrier Advisory Circular (ACAC) is intended to inform air operator personnel of recent developments and issues pertaining to aircraft ground icing operations.

This ACAC replaces 0135 dated 97.11.21.

This revision reflects a correction to the French version on page 2.

BACKGROUND

ACAC 113R, Aircraft Ground Icing Update, was recently released. Attached to ACAC 113R are the revised Hold Over Time (HOT) tables for fluids. This year the Type IV fluid HOT tables were significantly changed and a Type III fluid HOT was added.

Recently, one of the fluid manufacturers has made Transport Canada aware that their Type IV and Type III fluids cannot be used diluted.

UNION CARBIDE TYPE IV FLUID

Union Carbide has sent a notice to all users of their fluids to the effect that dilutions with water do not meet the Water Spray Endurance Test (WSET) criteria. The WSET criteria is one of the tests used in qualifying fluid.

Therefore, until further notice, diluted Union Carbide (UCAR) Type IV fluid is not recognized as a qualified fluid by Transport Canada.

UNION CARBIDE TYPE III FLUID

Union Carbide’s notice also affects the approval of their Type III anti-icing fluid because this fluid is merely one of the dilutions of the UCAR Type IV fluid that was qualified as a Type III.

Therefore, until further notice, Union Carbide Type III fluid is not recognized as a qualified fluid by Transport Canada.

Commercial & Business Aviation Advisory Circulars (CBAAC) are intended to provide information and guidance regarding operational matters. A CBAAC may describe an acceptable, but not the only, means of demonstrating compliance with existing regulations. CBAACs in and of themselves do not change, create any additional, authorize changes in, or permit deviations from regulatory requirements.
