Official Credentials Cards - Transport Canada Inspectors

INTRODUCTION

The purpose of this Commercial and Business Aviation Advisory Circular (CBAAC) is to ensure that all air operators are aware of changes being made to the Transport Canada Inspector Official Credentials Cards.

BACKGROUND

All Transport Canada Inspectors, when requesting access to an operator’s premises, equipment or records, are to identify themselves by presenting their Official Credentials card.

In the past, all Inspectors carried a Transport Canada "generic" Official Credentials card (white and green), as well as additional identification cards, namely the red Canada Pass (granting airside access) and the yellow Air Carrier Inspector card.

With the new Delegation of Authority Schedules (reflecting the new Canadian Aviation Regulations (CARs)), the Official Credentials card (white and green) is being re-issued to identify the appropriate CARs schedule for the Inspector’s delegation.

POLICY

Transport Canada Inspectors will continue to identify themselves to air operators by presenting their Official Credentials card. The new card has a basic blue background, and is similar in appearance to a credit card. The Inspector’s photo appears on the front of the card, and the authority that the Inspector holds in the Schedules in the Ministerial Delegation of Authority appears on the back.

IMPLEMENTATION PROVISIONS

It is anticipated that complete changeover to the new card will take approximately one year. At that time, Inspectors will use only the new card (shown above), and the Canada Pass, if airside access is required; all others presently used (white and green official credentials and yellow Air Carrier Inspector cards) will be void.

CONCLUSION

Air Operators will be advised when the older cards have been completely phased out and should no longer be accepted as official identification.
