Technical publications

The Canada Border Services Agency (CBSA) prepares various technical publications for importers, exporters, and their agents.

Customs Legislation and Regulations made under the Customs Act and Customs Tariff control reporting, importing, exporting, and the nature of goods, conveyances, and traveller/returning resident entitlements.

Customs D Memoranda outline the legislation, regulations, policies, and procedures the CBSA uses to administer customs programs. They also provide guidelines and general information on our customs programs.

Customs Notices are issued to inform clients about proposed changes to customs programs and procedures. They are not intended as an ongoing reference.

Delegation Instruments indicate when the powers, duties or function of the Minister -- as set out in different statutes or instruments -- have been delegated to a designated official of the Agency.
