Canada–U.S. Safe Third Country Agreement

Canada and the United States signed the Safe Third Country Agreement on December 5, 2002. Both Canada and the United States require new regulations to implement the Agreement. The final Canadian regulations were published in Part II of the Canada Gazette on November 3, 2004. On November 29, 2004, the United States published their regulations. The agreement, along with both sets of regulations, is in effect as of December 29, 2004.
